If we take the System 1 and System 2 view of the brain, rules are executed by System 2 and perception happens in System 1. That given, I see three possibilities:
1. Rules can can somehow "migrate" from System 2 to System 1, where (in the case of rules for determining dull cows), they are experienced as perception.
2. We're executing rules in system 2; we just *think* we're doing perception over in system 1.
3. We were training up system 1 all along; whatever rules a veterinary student learned were just a distraction from the *real* learning.
But these questions sort of dissolve when one takes the mindset that Your Body is a Gross Kludge. What happened was that some set of neurons underwent physical changes that implement learning. Do we really have a need find a single, unambiguous *place* for those neurons?
